What's the difference between an owner and a moderator?

An owner is the administrator for the list and can complete all administrative functions. A moderator, on lists that are designated as moderated, is someone who can approve or disapprove messages prior to their publication to the list. Think of a moderator as akin to a newspaper editor.  A moderator cannot delete or add subscribers, although many groups frequently list the same contact person as both an owner and a moderator.
